Another Obvious Solution

The city has stated that it intends to appeal a judge's injunction prohibiting the Fort Collins ordinance that bans women from going topless in public.  [More]
Simply claim you identify as a man. Problem solved.

I have never understood all the hubbub over toplessness in public. For one thing, it's not like going topless is any more likely to become common than nudism is. Both are fringe issues that are highly unlikely ever to become common activities. What is the big deal? whatever happened to live and let live?

There is neither state law nor city ordinance in the city ordinance requiring a woman to have her breasts covered at the big spring-fed - PUBLIC - swimming pool in Zilker Park in Austin, Texas. Despite that, in the over 5 years we lived in Austin, I only saw a couple of women swimming of sun bathing topless at Zilker. Most women are simply not comfortable going topless in public. The same with full on nudity. Most people - especially here in the U.S. are unlikely in the extreme to become nudists. WHAT'S THE BIG DEAL??? I seriously doubt that anyone has ever suffered psychological harm from being exposed to a nude adult body - or even a woman's bare breasts! If a woman chooses not to wear a shirt and you disapprove, how about you simply LOOK THE OTHER WAY?!?!
